Your telegram No. 351 of the 10th March. Financial settlement with His Majesty's Government regarding war expenditure.

I note that the proposals which I have submitted in my confidential despatch No. 292 of the 12th December, 1947, are receiving consideration but it is not quite clear whether your telegram is intendea o rule out any possibility of a contribution from His Majesty's Government towards the cost of reconstruction of the University.

In paragraph-10 of my despatch No. 292, I suggested that, if it is finally agreed that no compensation in respect of war damage should be paid to individual claimants, it might be possible for His Majesty's Government to contribute a portion of the grant, which they would otherwise have made towards the Hong Kong war compensation payments, to some other rehabilitacion work which would benefit the whole community, such as the completion of the resuoracion of the University buildings. I rust hau the last sentence of paragraph 1 of your telegram is not intended to rule out this possibility altogether.
